I conducted a hypothetical case study on the 7900 block based on information from Generation Development Group''s experience of the entire development process from acquisition and financing through construction and ultimately a sale using the NSP guidelines to estimate returns and cash flows. By using this property as the "model” for an average two-flat development we can then extrapolate using the findings from this example to determine the potential level of effectiveness the NSP program will have on the City of Chicago''s median market value of homes, overall tax base and number of affordable units created. Those findings will then be compared to the stated goals of the City in an attempt to determine effectiveness of the NSP Program.
